A dead gray whale washed up on Kodiak Island late last month, and officials with the University of Alaska Fairbanks Geophysical Institute and Alaska Aerospace Corporation announced a wide-ranging agreement Tuesday to tap into the growing market for rocket launches from the state’s two launch facilities.
